The opportunity
Why Vanuatu
The Development Support Program accepts a contribution toward national development. The DSP Regulations require at least 25% of the prescribed fee before the Citizenship Commission considers the application (not refunded if the application is refused) and the balance before the citizenship certificate is issued; the full fee may also be paid at once. Wealthy Expat's own estimate is 1–2 months, subject to due diligence; it is not an official processing time.
The EU fully suspended Vanuatu's Schengen short-stay visa waiver from 4 February 2023, and since 3 February 2025 Vanuatu has been on the EU visa-required list (Regulation (EU) 2025/11). The UK withdrew visa-free access in 2023. This is a material limitation when comparing the program with other citizenship routes.

Who it suits
May fit. May not.
Vanuatu suits applicants who want a second citizenship without relocating. The two lists show where it fits and where another program serves better.
May fit if you want
- Applicants who prioritise speed — the DSP is among the fastest citizenship-by-investment routes reviewed.
- Applicants whose travel destinations remain accessible under Vanuatu's current visa-free/visa-on-arrival network.
- Applicants who want a second citizenship with no residence requirement and no ongoing presence obligation.
May not fit if you need
- Applicants who need visa-free Schengen travel: the visa waiver has been suspended since 4 February 2023, and the visa requirement has been permanent since 3 February 2025.
- Applicants who need UK visa-free travel — withdrawn in 2023.
- Applicants seeking the lowest total cost — due diligence, government and professional fees add materially to the base contribution.

Vanuatu recognises dual citizenship and requires no residence period; confirm with the Citizenship Office where the oath of allegiance and the passport biometrics are completed. A spouse, children and parents can be included on one family application, subject to the conditions on age, dependency and full-time education. Vanuatu levies no personal income tax, capital gains tax or inheritance tax; confirm your own position with a licensed tax adviser. The Henley Passport Index lists 85 visa-free, visa-on-arrival or eTA destinations for the passport (checked 19 October 2026). The limits: Vanuatu nationals need a visa for the Schengen area, and the UK withdrew visa-free access in 2023.
In four steps: prepare the application with a government-approved DSP agent; submit it through the agent and pay 25% of the contribution before the Citizenship Commission considers it (this part is not refunded if the application is refused); pass due diligence by Vanuatu government bodies, including the Financial Intelligence Unit, the police and the Immigration Services; and, on approval, pay the remaining 75%, after which the citizenship certificate is issued and the passport follows. Wealthy Expat's own estimate is 1 to 2 months from submission, subject to due diligence; it is not an official processing time.
Not as a purchase. The route is a contribution toward national development under the Development Support Program, from USD 130,000 for a single applicant, paid through a government-approved DSP agent. Vanuatu government bodies, including the Financial Intelligence Unit, the police (with Interpol checks) and the Immigration Services, carry out due diligence, and the Citizenship Commission considers the application. At least 25% of the fee is paid before the Commission considers it and is not refunded if the application is refused; the balance is paid on approval, before the citizenship certificate is issued, unless the full fee was paid at once. Citizenship granted fraudulently or contrary to the Citizenship Act or the Constitution can be revoked.
