The opportunity
Why Botswana
Botswana's announced Impact Citizenship initiative remains in legislative and regulatory development. It is not open for applications, and confirmed eligibility rules, investment amounts and application procedures are still awaited.
Consider this an option to monitor while the framework develops. A final investment threshold and launch timetable must be confirmed before you can assess the financial commitment or plan an application.
Who it suits
May fit. May not.
Botswana suits applicants who want a second citizenship. The two lists show where it fits and where another program serves better.
May fit if you want
- Applicants comfortable registering interest now and waiting for a program that remains in legislative and regulatory development.
- Applicants interested in a Southern African, SADC-region jurisdiction with a comparatively strong governance and corruption-perception record.
- Applicants who do not need a fixed investment amount or timeline before deciding whether to monitor this option.
May not fit if you need
- Applicants who need an application they can file today: the program is not open for applications.
- Applicants relying on the USD 75,000 to 90,000 advertised by the registration website run by Arton Capital, an investment-migration firm working with the Government of Botswana under a 2025 memorandum of understanding: no Botswana regulation or government statement confirms it, and in December 2025 the Minister told Parliament he was not in a position to state the amount of money that would be required.
- Applicants who need a confirmed launch date: an opening in early 2026 was advertised by the registration website when the programme was announced, but the government has published no launch date.

Questions
Program FAQ
Short answers to eight questions about Botswana Impact Citizenship.
No. Parliament passed the Citizenship (Amendment) Bill in December 2025, but by 20 October 2026 no Regulations, investment amount or application procedure had been found in any Botswana government source available online, and the registration website run by Arton Capital still said applications are expected to open in 2026.
No Botswana government source has published a confirmed amount. The Minister of Labour and Home Affairs said in December 2025 that he was not in a position to state the amount of money that would be required. The registration website run by Arton Capital, an investment-migration firm working with the Government under a 2025 memorandum of understanding, advertises USD 75,000 to 90,000; no Botswana regulation or government statement confirms it.
In November 2025 the Minister of Labour and Home Affairs told Parliament that dual citizenship was available only to Batswana by birth or descent. The Citizenship (Amendment) Act, 2025 provides for multiple citizenship, including for citizens by investment, from its commencement. This page could not independently verify the exact current statutory wording.
Botswana's Ministry of Labour and Home Affairs has described the aim as attracting investors into sectors including manufacturing, mining and energy, agriculture, infrastructure, financial services and the green economy, to create jobs, particularly for young people, and to help finance the country's economic transformation.
This is not confirmed. Parliament passed the Citizenship (Amendment) Bill in December 2025 and it received assent as Act No. 30 of 2025. In February 2026 the Ministry of Labour and Home Affairs told Parliament the Act would come into effect once its Regulations were completed. A commencement order (Statutory Instrument No. 38 of 2026) was sent to Parliament, but its text is not published online, and no investment amount or application procedure has been published.
Botswana scored 58 of 100 and ranked 41st of 182 countries on Transparency International's 2025 Corruption Perceptions Index, among the higher-scoring countries in Africa.
The government has published no launch date. An opening in early 2026 was advertised by the registration website when the programme was announced; in February 2026 the Ministry said the Regulations were still being finalised, and on 20 October 2026 the registration website still said applications are expected to open in 2026.
Wealthy Expat can register your interest and notify you when Botswana publishes confirmed eligibility, investment and fee requirements. No application can be filed today.
