Why Paraguay
Paraguay's Dirección Nacional de Migraciones grants permanent residence directly, without the ordinary two-year temporary stage, to foreign investors registered through the Ministry of Industry and Commerce's Sistema Unificado de Apertura y Cierre de Empresas (SUACE): the 2022 migration law (Ley N.º 6984/22) exempts them from that stage. Investor permanent residence already existed under the previous migration law (Ley N.º 978/96). The base route requires a USD 70,000 investment in a Paraguayan business.
In April 2026 the Ministry of Industry and Commerce and the National Directorate of Migration jointly launched the "Paraguay Investor Pass", adding three further permanent-residency investment routes — tourism projects, capital markets and real estate — at higher minimums, while keeping the original SUACE business route in place.
Wealthy Expat's published service includes business-plan preparation and coordination of the residence application for the SUACE route. Approval remains an authority decision in every route.
Who it suits
May fit. May not.
Paraguay suits applicants who want permanent residency. The two lists show where it fits and where another program serves better.
May fit if you want
- Investors able to deploy active capital into a Paraguayan business, tourism project, real estate or capital-markets holding rather than a frozen deposit.
- Applicants who want a low-cost, low-physical-presence permanent residence with a territorial tax system.
- Families planning occasional visits to South America who can meet the minimal presence rule.
May not fit if you need
- Applicants who want direct citizenship rather than residency — this programme is residency, with naturalisation a separate, later process under Paraguayan nationality law.
- Investors unwilling to commit to an active, government-registered business or investment project (as opposed to a passive deposit).
- Applicants who need a confirmed processing timetable: no route has a published end-to-end processing time.
Qualifying routes
Available routes
Minimums differ materially by route, so there is no single universal figure. Amounts are indicative and confirmed with the authority before any engagement.

Local business investment (SUACE)
Active business capital in industry, commerce or services, not a frozen deposit, under a business plan approved in advance that creates at least five formal jobs, with six-monthly progress reports (Ministry of Industry and Commerce Resolution No. 0283/2026). Where several investors share a project, each applicant must invest the minimum individually.
Lowest entry - Business investment
$150,000
Tourism project investment (Paraguay Investor Pass)
Announced 17 April 2026 by the Ministry of Industry and Commerce and the National Directorate of Migration as an additional direct permanent-residency route. Requires a business plan approved in advance and six-monthly progress reports (Resolution No. 0283/2026).
- Investment fund
$200,000
Capital markets investment (Paraguay Investor Pass)
Financial instruments certified by an entity authorised by the Securities Superintendency of the Central Bank of Paraguay for a term of at least two years. - Real estate
$200,000
Real estate investment (Paraguay Investor Pass)
Property bought to earn rent, appreciation or productive income; purchases for exclusively personal or family use do not qualify. Questions
Program FAQ
Short answers to six questions about Paraguay Permanent Residency.
Permanent residents lose the status if they are absent from Paraguay for more than three years without justifying the absence to the National Directorate of Migration (Law 6984/2022, Article 54). No minimum stay per visit is set.
The residency itself is permanent (definitive). The permanent residence card must be renewed with the Dirección Nacional de Migraciones every 10 years, and the renewed card is needed to renew the Paraguayan identity card.
Paraguay applies a territorial tax system (Law 6380/2019): Paraguay-sourced income is taxed, foreign-sourced income is generally not. Personal income tax (IRP) applies 8%–10% to Paraguayan-source income. This is general information, not tax advice — confirm your own position with a licensed adviser.
This programme grants permanent residency, not citizenship. Naturalisation is a separate process under Paraguayan nationality law and is not part of this record.
As an investor, in two steps. First, obtain the Foreign Investor Certificate, issued through SUACE for four routes: a Paraguayan business from USD 70,000, a tourism project from USD 150,000, and capital markets or real estate from USD 200,000 each. Then file for permanent residence with the National Directorate of Migration directly, without the ordinary two-year temporary stage (Law 6984/2022). SUACE issues the certificate within 5 business days of a complete file, a period that stops while observations are pending; the Directorate publishes no processing time for the residence decision. Wealthy Expat's own estimate is about 3 months for the SUACE business route, not an official processing time, and approval remains an authority decision on every route.
"Golden visa" is a market term for residence through investment, and Paraguay offers that: the National Directorate of Migration grants permanent residence directly, without the ordinary two-year temporary stage, to foreign investors registered through SUACE. Since April 2026 the Paraguay Investor Pass of the Ministry of Industry and Commerce and the National Directorate of Migration adds three routes to the original business route. The minimums are USD 70,000 for a Paraguayan business, USD 150,000 for a tourism project and USD 200,000 each for capital markets or real estate. Approval remains an authority decision on every route.
