Trade-off: Recorded risk: Requirements, fees and processing times can change., This is a substantial non-refundable contribution: the source states the USD 1,000,000, including the USD 999 application fee, is non-refundable, and the USD 999 is paid before the evaluation, so it is not returned if the application is unsuccessful. Once sent, the contribution is not refunded, even if no passport is granted., Cryptocurrency payment routes carry price-volatility risk, and a payment provider may run its own wallet checks; Wealthy Expat handles neither., A naturalised Salvadoran loses that nationality by living more than two consecutive years in the country of origin, or by more than five consecutive years of absence from El Salvador without a permit (Constitution, article 94; migration law, article 279, as amended by Legislative Decree No. 531 of 2026). A final conviction for a serious intentional crime is a further ground, and loss is declared in a procedure before the immigration authority.

Important trade-offs
Every option carries something to weigh. These come from each program’s own recorded facts and from what this exercise could not take into account.
What you accept
- Processing time is not fixed: Variable
- Route minimums differ, so no single figure applies: $230,000, $260,000, $300,000, $1,500,000, $400,000
- Stay, validity and renewal obligations: Currently at least 5 days in Antigua and Barbuda during the first five calendar years after citizenship, according to the CIU. The Government has cited the strengthening of the residency requirement by legislation, and a Citizenship by Investment (Amendment) Bill 2026 was listed for first reading in the House of Representatives on 16 June 2026; its passage has not been confirmed in an official source. The ECCIRA Agreement Act 2025 sets 30 days in aggregate for applications made once the regional agreement applies. Confirm the rule for your application date with the licensed agent before filing., Passport valid for 5 years., Passport renewal is considered only if the holder has spent a total of 5 days in Antigua and Barbuda in the 5-year period. Renewal application fee: US$1,000 per person aged 18 and over, US$500 for 17 and under.
- Recorded risk: Since 1 January 2026, US Presidential Proclamation 10998 (signed 16 December 2025) has suspended entry of Antigua and Barbuda nationals as immigrants and as nonimmigrants on B-1, B-2, B-1/B-2, F, M and J visas, and directs shorter validity for other nonimmigrant visas. It cites citizenship by investment without residency. Antigua and Barbuda is also included in the US Visa Bond Program, which the United States made permanent in August 2026; in January 2026 the Government said the bond applied only to a narrow category of new visitor visa applicants who qualify under limited exceptions., Under the current rule, citizenship may be withdrawn if the citizen does not spend at least 5 days in Antigua and Barbuda during the first five calendar years, with no repayment of the investment., The presence rule may change. The Government has cited the strengthening of the residency requirement by legislation (2 August 2026), and a Citizenship by Investment (Amendment) Bill 2026 was listed for first reading in the House of Representatives on 16 June 2026 (Cabinet notes of 10 June 2026); its passage has not been confirmed in an official source. For applications made once the regional agreement applies, the ECCIRA Agreement Act 2025 (No. 18 of 2025) requires at least 30 days of presence in the first five calendar years, which the family can count together, and at least 5 days for each person in the first 12 months; adds an integration programme that may include an interview; and issues passports for 5 years, renewable for 10 only once the CIU certifies that the presence and integration requirements have been met. The Act takes effect on a date set by Ministerial Order., In a letter dated 25 June 2026, the European Commission formally asked Antigua and Barbuda to phase out its citizenship-by-investment programme by 1 June 2028, under the EU's revised visa suspension mechanism. Schengen visa-free access is not suspended, and the government has said the programme will continue., Real estate bought under the programme cannot be resold within five years of purchase, except into another approved property., Requirements, fees and processing estimates can change.
- Recorded as not a fit for: Applicants who plan to use the Antigua and Barbuda passport for US travel: since 1 January 2026, Proclamation 10998 has suspended entry of its nationals as immigrants and on B-1, B-2, B-1/B-2, F, M and J visas., Applicants who cannot spend at least five days in Antigua and Barbuda in the first five calendar years, the current minimum, which may be raised: citizenship may be withdrawn, with no repayment of the investment., Nationals of Afghanistan, Iran, North Korea, Somalia, Yemen or Sudan who do not meet the CIU's 10-year residence exception.
- Holding period: Real estate: 5 years — the property cannot be resold within 5 years of purchase, except into another approved property. The Citizenship by Investment Regulations 2013 state no holding period for the NDF, UWI Fund or business routes.
- Processing time is not fixed: Variable
- Route minimums differ, so no single figure applies: $350,000, $800,000
- Recorded risk: Decreto (DNU) 366/2025, which created the investment route and the Agency, has been challenged in court. On 18 June 2026 a federal appeals court (Sala III, Cámara Nacional de Apelaciones en lo Civil y Comercial Federal) held it unconstitutional, as regards moving naturalisation from the courts, in one applicant's case and returned her request to a federal judge. On 30 June 2026 the Cámara Nacional Electoral declared the decree null in another applicant's case and told the Ministry of Security to instruct the National Directorate of Migration accordingly. Neither ruling examined the investment route itself, although the decree the Cámara Nacional Electoral declared null is the one that created it. The second case is reported to be before the Supreme Court., The government bond ties up US$800,000; its terms have not been published, and press reports say it must be held for seven years and pays no interest. Advisers note that a lower entry price does not make a route the right one without comparing liquidity and opportunity cost., Requirements, fees and processing estimates can change.
- Recorded as not a fit for: Applicants who want their investment back: the Treasury contribution is non-refundable, and press reports say the government bond must be held for seven years and pays no interest; its terms have not been published., Applicants who cannot trace the lawful origin of their funds through the formal financial system, which the Agency's due diligence checks., Applicants who need settled legal certainty: in June 2026 two appeals courts ruled against Decreto (DNU) 366/2025, the decree that created the investment route, in individual naturalisation cases, and one case is reported to be before the Supreme Court.
- No stay or renewal statement recorded.
- A long wait: 7 to 12 months
- Route minimums differ, so no single figure applies: $150,000, No capital investment
- Stay, validity and renewal obligations: There is no minimum number of days. Temporary residency is cancelled after more than two consecutive years outside Costa Rica, and permanent residency after more than four, unless the absence is justified. An absence of more than one year means a written explanation and a police certificate from the country where you stayed at renewal, so in practice most holders visit at least once a year., Temporary residency covers years 0 to 3, after about 7 to 12 months of processing (Wealthy Expat's estimate). Permanent residency follows from year 3., Temporary residency is renewed every two years, with the dependents, and a card not renewed within three months of expiry can be cancelled. At each renewal DGME checks uninterrupted national health insurance (CCSS), your entries and exits, and for Rentista income from abroad that it was transferred to a Costa Rican bank each month.
- Recorded risk: The Inversionista amount needs written confirmation. Law 9996 set USD 150,000 for the law's own term, and its five-year window for incentives closed on 14 July 2026; the regulation in force (Executive Decree 43926 of 2023) still states USD 150,000 and repealed the old USD 200,000 rule., Temporary residency under these three routes does not include permission to work in Costa Rica., Citizenship cannot be held from abroad. Naturalization needs seven years of genuinely living in Costa Rica (five for Central American, Spanish and Ibero-American nationals by birth), your entry and exit record is checked, and extended absences count against you., Older descriptions of the Rentista route mention a USD 60,000 bank deposit and a four-month annual stay. The regulation in force sets neither, and since 2023 a deposit paid back in monthly instalments does not count as income., Marriage certificates and police records are valid for six months from issue, so timing matters., Requirements, fees and processing estimates can change. Timelines are Wealthy Expat's estimates, not guaranteed decision dates.
- Recorded as not a fit for: Applicants who want citizenship by investment: Costa Rica has no such program, and naturalization takes seven years of genuinely living in the country., Applicants who plan to work in Costa Rica: temporary residency under these routes does not include permission to work, and running your own business there also needs DGME authorization., Investors who need the Inversionista amount fixed in law before they commit: the regulation in force states USD 150,000, but Law 9996 set it for the law's own term, so Wealthy Expat asks DGME to confirm in writing the amount it applies before any capital is committed.
- Recorded risk: Requirements, fees and processing times can change., This is a substantial non-refundable contribution: the source states the USD 1,000,000, including the USD 999 application fee, is non-refundable, and the USD 999 is paid before the evaluation, so it is not returned if the application is unsuccessful.
- Recorded as not a fit for: Applicants seeking a lower-cost citizenship-by-investment route — at USD 1,000,000 this is among the highest published contribution amounts of Wealthy Expat's citizenship programmes., Applicants who need Wealthy Expat to arrange or move cryptocurrency on their behalf — that service is not offered., Applicants who cannot document the lawful origin of their funds to the standard required by the programme's background and source-of-funds screening.
- No stay or renewal statement recorded.
- Route minimums differ, so no single figure applies: €250,000, €1,000,000
- Stay, validity and renewal obligations: No minimum stay is required to maintain the investor residence permit. Real presence in Hungary matters only for a later national residence card or citizenship., Up to 10 years, extendable for the same purpose by up to a further 10 years while the investment or donation conditions remain met., Fund-route investors must still hold the fund units when they apply to extend; donation-route permits may extend without further investment.
- Recorded risk: The EUR 500,000 direct real-estate route was announced for a January 2025 launch and removed by Act LXXXIV of 2024, published on 20 December 2024, before it took effect., Citizenship is not automatic. Time on the guest investor permit does not count toward the 8 years, which start only with a long-term residence status such as a national residence card. The card needs at least 3 years of real presence in Hungary (each absence under 4 months, and no more than 270 days in total) and is granted only if the stay is consistent with Hungary's interests; a court cannot change a refusal on that ground. About 11 years in total is the earliest realistic date., Fund-route capital must remain invested for at least 5 years; early withdrawal is likely to affect the residence permit.
- Recorded as not a fit for: Applicants who wanted the EUR 500,000 direct real-estate route — announced and then withdrawn before its planned January 2025 launch., Applicants seeking automatic or fast-track EU citizenship: naturalization takes about 11 years of real residence in Hungary at the earliest, plus an exam in Hungarian constitutional fundamentals, taken in Hungarian., Applicants who cannot document the lawful source of at least EUR 250,000 (fund route) or EUR 1,000,000 (donation route).
- Holding period: At least 5 years for the fund route (shares held in a blocked securities sub-account). No holding period is stated for the donation route.
Tax context, as each record states it:
Antigua & Barbuda Citizenship — The CIU's programme brochure states that Antigua and Barbuda levies no tax on worldwide income, inheritance, capital gains or investment returns. Wealthy Expat does not give tax advice. Confirm your personal tax position, including any obligations in your country of residence or citizenship, with a licensed tax adviser.
Argentina Citizenship — Under the Income Tax Law, Argentine nationals are generally tax resident unless they have acquired permanent residence abroad or stayed outside Argentina for 12 continuous months, and foreign nationals become resident with permanent residence or after 12 months on temporary permits. Since 6 March 2026 (Ley 27.802, article 194), a foreign national who obtains Argentine citizenship through a relevant investment does not become tax resident solely because of that citizenship; the rules for foreign nationals continue to apply, and applicants who already hold permanent residence in Argentina remain tax resident. Residents are taxed on worldwide income and worldwide personal assets. Wealthy Expat does not provide tax advice. This is a general summary of the residence rules of Argentina's Income Tax Law, administered by the tax authority (ARCA). Obtain personalised figures and confirmation of your liability, including under the investment-citizenship framework, from a licensed tax adviser.
Costa Rica Residency — Residency status and tax residency are separate questions, assessed on their own facts. Wealthy Expat does not give tax advice. Confirm your personal tax position, including any obligations in your country of residence or citizenship, with a licensed tax adviser.
Hungary Golden Visa — Hungary's National Tax and Customs Administration (NAV) states a flat 15% personal income tax rate on the consolidated tax base. Holding a guest investor residence permit does not by itself create Hungarian tax residency; tax residency and worldwide-income taxation depend on your personal circumstances. Wealthy Expat does not provide tax advice. Confirm your personal tax residency position and rate with a licensed tax adviser before relying on these figures.
Serbia Citizenship by Exception — Under Article 7 of the Law on Personal Income Tax, an individual is tax resident in Serbia if they have a residence or centre of business and life interests in Serbia, or stay in Serbia, continuously or intermittently, for 183 days or more in a 12-month period that begins or ends in the tax year. Residents are taxed on income earned in Serbia and abroad; non-residents only on income earned in Serbia (Article 8). Wealthy Expat does not provide tax advice. This summary follows the Tax Administration's official English text of the Law on Personal Income Tax. Obtain figures and a confirmation of your personal liability from a licensed tax adviser before relying on them.
Holding periods, as recorded:
Antigua & Barbuda Citizenship — Real estate: 5 years — the property cannot be resold within 5 years of purchase, except into another approved property. The Citizenship by Investment Regulations 2013 state no holding period for the NDF, UWI Fund or business routes.
Hungary Golden Visa — At least 5 years for the fund route (shares held in a blocked securities sub-account). No holding period is stated for the donation route.
