The opportunity
Why Serbia
This is a discretionary naturalization framework, assessed individually by Serbian authorities. A financial investment alone does not establish entitlement to citizenship.
The law sets no categories, minimum investment or published criteria. Economic, scientific, cultural or sporting contributions are Wealthy Expat's description of how a case is usually argued, not categories set by law.

Who it suits
May fit. May not.
Serbia suits applicants who want a second citizenship without relocating. The two lists show where it fits and where another program serves better.
May fit if you want
- Applicants able to show that their admission would serve an interest of the Republic of Serbia, in Wealthy Expat's description usually through a substantial business, scientific, cultural or sporting contribution, not only capital.
- Applicants who accept that approval is fully discretionary and not guaranteed by any level of investment.
- Investors seeking a European base without a fixed, published minimum-investment threshold.
May not fit if you need
- Applicants seeking a guaranteed, rules-based citizenship-by-investment process with a fixed price.
- Applicants unable to document the lawful source and scale of their proposed contribution.
- Applicants who require a published timeline before proceeding; processing time is stated as case-by-case.

- Wealthy Expat recommends documenting the lawful source of any funds involved in the proposed contribution. The Law on Citizenship and the Ministry of Interior's document list do not state this requirement.

Questions
Program FAQ
Short answers to seven questions about Serbia Citizenship by Exception.
The source describes no mandatory language requirement for this exceptional framework. Confirm the applicable requirements during legal review.
Yes, on this route: an applicant admitted under Article 19 of the Law on Citizenship does not need a release from the foreign citizenship, which ordinary naturalisation requires (Article 14). Under Article 5, a dual citizen is treated as a Serbian citizen while in Serbia. Applicants must separately verify whether their own country of citizenship allows dual nationality.
The Citizenship by Exception framework does not impose mandatory residency requirements prior to application, according to the program's source page.
The Henley Passport Index 2026 lists 135 visa-free or visa-on-arrival destinations for the Serbian passport (checked 20 October 2026). Counts change during the year; confirm the current list before travelling.
Since 2022 no republic administrative fee is charged for the application or the decision on admitting a foreigner under Article 19, paragraph 1 (Law on Republic Administrative Fees, Tariff No. 39). A spouse admitted under Article 19, paragraph 2, or a child admitted under Article 20 is not named in this exemption and may owe the ordinary admission fee. Filing through a Serbian embassy or consulate adds consular fees, among them EUR 15 per request and EUR 23 to certify the signature on the application.
Not as a rules-based process with a fixed price. The route on this page is Article 19 of the Law on Citizenship: a foreigner whose admission would represent an interest for the Republic of Serbia may be admitted, and the Government of Serbia decides on the proposal of the competent ministry. The law sets no categories, minimum investment or published criteria, a financial investment alone does not establish entitlement to citizenship, and approval is at the Government's discretion.
On this page they describe the same route: admission under Article 19 of the Law on Citizenship, for a foreigner whose admission would represent an interest for the Republic of Serbia. Neither phrase is a legal category: the law names no categories, minimum investment or published criteria. Article 19 allows admission without the release from a foreign citizenship and the prior registered residence that ordinary naturalisation requires (Article 14). How a case is argued, for example through business investment and job creation or a scientific, cultural, sporting or philanthropic contribution, is Wealthy Expat's description, not a legal test.
